One institutional architecture
SBTI STRATEGIC ROADMAP · 2027-2030
Technology, research and public-interest infrastructure for Myanmar’s future.
A strategic roadmap and partnership white paper from Strategic Bridge Technology Institute (SBTI). The roadmap connects credible research, durable data infrastructure, responsible AI, education access, public-interest technology and carefully governed digital-finance research.
Build an institution, not a collection of projects.
SBTI is being developed as a technology and research institution that connects three capabilities often separated in Myanmar-focused work: credible public-interest research, durable digital infrastructure, and long-term investment in people. Federal Watch is the first major demonstration of that approach.
Build in sequence, not all at once
AI assists; people remain accountable
SBTI’s long-term value is not a single product. It is the ability to turn technology into reliable institutional capacity.
Six pillars. One institutional logic.
Research & Intelligence
Federal Watch and a professional public-source research unit for actor, event, relationship and historical research.
Data Infrastructure
A normalized, versionable and provenance-preserved Myanmar political and ethnic research warehouse.
AI for Researchers
Domain-specific AI for retrieval, chronology, translation, evidence comparison and evaluation - with human approval.
Scholarships & Skills
Technology and research pathways for young people whose education has been disrupted by conflict, political crisis, displacement or economic hardship.
Public-Interest Technology
Evidence, data, publication and security tooling for researchers, rights teams and public-interest organizations.
Digital Finance R&D
Compliance-first payment and stable-value asset research for underserved communities, including Shan- and Karen-speaking populations.
Research already moving from concept into working systems.
Alongside Federal Watch, SBTI is actively developing three technology research tracks. These are ongoing R&D programs - not claims of market launch, regulatory approval or public availability.

Digital Banking Infrastructure
Secure, multilingual financial infrastructure for access, payments and trusted digital transactions.SBTI is designing a digital-finance architecture focused on secure account access, payments, merchant workflows, identity, auditability and resilient service delivery. Current work is exploring regulated rails, security controls and transparent user experience before any production deployment.
01 · SBTI
Community Stable-Value Research
Exploring locally usable stable-value digital systems for Shan- and Karen-speaking communities. The program studies wallet experience, governance, reserve or backing models, redemption, compliance, consumer protection and community usability. The work is research-stage; it does not imply that SBTI has issued a stablecoin or that a financial product is approved for launch.
02 · SBTI
AI for Autonomous Drone Systems
A safety-oriented intelligence layer that helps a drone understand its own condition and operating limits. The Know Yourself research track focuses on system-health awareness: battery, motors, sensors, positioning, navigation confidence, environmental constraints and fault detection. The goal is safer autonomous operation, diagnostics and mission-abort support for civilian robotics and drone applications - not autonomous targeting.
03 · SBTIEvidence, data and AI form the research backbone.
Federal Watch should remain a source-attributed research system rather than a generic AI portal. The data warehouse becomes institutional memory. AI is built on top as an analyst assistant - not an automated authority.
Canonical actor identity, aliases, exact event chronology and temporal relationships.
Claim-to-source provenance, confidence, uncertainty and explicit insufficient-data states.
Bilingual English-Myanmar research with future Shan and Karen modules only after terminology and reviewer capacity are grounded.
AI evaluation for factuality, date accuracy, citation fidelity, translation consistency and hallucination risk.
No private political-preference inference, persuasion targeting or operational targeting dossiers.
Invest in people and reduce the operational burden on serious research.
The scholarship program is designed around educational need, merit and potential - not political loyalty. Public-interest technology support gives research and documentation teams better evidence workflows, security patterns and handover-ready tools.
Foundation, technical and research learning tracks with mentoring and project portfolios.
Transparent scholarship criteria, safeguarding and grievance mechanisms.
Evidence repositories, structured archives, bilingual publishing and research workflow tools.
Secure-by-default infrastructure, access control, auditability and backup planning.
Partner-owned data unless a specific agreement says otherwise.
Research first. Compliance first. Community value before token launch.
SBTI may explore digital payment infrastructure for underserved communities. The roadmap deliberately does not promise a bank or stablecoin launch. Any payment or stable-value asset pilot must pass legal, licensing, AML/CFT, sanctions, reserve, custody, security and consumer-protection gates.
Needs & feasibility
Map payment, remittance, merchant and language-access problems; assess regulated rails; commission legal and compliance analysis.
Payment pilot
Use regulated or appropriately licensed partners where practical; test low-value flows, transparent fees, support and security.
Stable-value research
Proceed only if lawful issuer/partner structure, backing, redemption, custody, governance, AML/CFT and consumer safeguards can be demonstrated.
Build capacity in sequence.
Foundation & governance
Publish research methodology; stabilize Federal Watch; define warehouse schemas; establish AI evaluation; design scholarship pilot; complete digital-finance feasibility and legal review.
Pilot & partnership
Launch the Research & Intelligence Unit; onboard selected partners; run first scholarship cohort; deploy researcher-support pilots; test regulated payment partnerships where lawful.
Scale & institutionalization
Expand multilingual datasets; formalize AI research tools; grow scholarship and university partnerships; establish partner support standards; independently evaluate pilots.
Sustainability & replication
Demonstrate durable funding; publish impact evidence; replicate successful tools; make a go/no-go decision on any stable-value asset only after governance thresholds are met.
Trust must be designed into the institution.
Research ethics, correction standards and conflict-of-interest rules.
Data classification, retention, access control, source protection and incident response.
Treasury separation, approval thresholds, audit trails and restricted-funding accounting where applicable.
AI evaluation registers and versioned benchmark testing before sensitive production use.
Safeguarding for scholarship participants and vulnerable users.
External legal and AML/CFT review before any financial pilot.
Fund capabilities that can be measured and reused.
SBTI is seeking partners who value credible research, durable technology, responsible AI, education access and carefully governed innovation. Support can be modular: Core Research Infrastructure, Data & AI R&D, Technology Scholarships, Researcher Technology Support, Security & Governance, or Digital Finance Feasibility and Pilots.
Foundations & institutional partners
Multi-year capacity funding and scholarship support.
Universities
Research collaboration, curriculum, supervision and scholarship pathways.
Technology partners
Cloud, security, data, AI, engineering mentorship and in-kind infrastructure.
Research & rights organizations
Methodology, datasets, evidence standards and tool co-design.
Regulated finance & legal partners
Feasibility, pilot rails, AML/CFT, licensing and independent assurance.
